Senior Fire Services Instructor & Consultant

Frank Diaz is a globally recognized authority in fire protection, emergency response, and risk reduction, with over 37 years of experience in emergency services, including 25 years in Chief Officer and senior management roles. A seasoned leader, educator, and strategist, Frank has trained, managed, and advised thousands of firefighters and emergency responders across North America, Europe, the Middle East, South Asia, and South America.

Frank’s distinguished career began with the United States Air Force, where he served in critical fire service roles for over two decades, including assignments at high-profile international airports such as King Abdul Azziz (Saudi Arabia), Lajes (Portugal), and Kuwait City. He culminated his military career as a Deputy Fire Chief and Inspector General Team Member, where he evaluated global fire departments for compliance with NFPA, DoD, and OSHA standards.

As Training Manager for the Texas A&M University System, Frank led a team of 40 instructors and trained over 2,000 students annually. His leadership helped the program become the largest NFPA Pro Board certification entity in the United States from 2006 to 2008. He developed over 20 certification courses aligned with NFPA standards and created evaluation systems recognized by the American Council on Education for academic credit.

In the private sector, Frank served as Fire Protection Program Manager with Vectrus Inc. in Afghanistan, overseeing fire safety for seven major airfields and protecting more than 40,000 personnel in hostile environments. His efforts included over 1,000 monthly fire inspections and full-scale implementation of NFPA 1500 Health & Safety Programs.

From 2015 to 2021, Frank was a key leader at Emirates Response Services (UAE). As Compliance & Regulations Manager and later Program Manager, he ensured NFPA and UAE Fire Code compliance across 22 fire stations, managed fire suppression system installations in 400+ locations, and trained over 1,000 aviation firefighters annually. He played a critical role in capturing clients in sectors such as oil & gas, aviation, and nuclear.

Currently, Frank serves as Senior Fire Services Advisor for the Fire & Emergency Services Management Institute (FESMI) in Nepal and Malaysia. He leads national-level fire risk reduction projects, supports Pro Board and IFSAC accreditation efforts, and delivers NFPA-aligned training for military, airport, and civil defense responders. He also authored the “7Es of Community Risk Reduction in Developing Countries”, a model now used in public safety frameworks in Asia.
